Driving Carbon Reduction and Efficiency for a Smarter Future NAEC Empowers Net-Zero Industrial Parks with Lean Intelligent Manufacturing

In 2026, China’s “Dual Carbon” goals—carbon peaking and carbon neutrality—have entered a critical stage of deep implementation. For the first time, the Government Work Report set a binding annual target of reducing CO₂ emissions per unit of GDP by approximately 3.8%, while explicitly calling for the continued development of net-zero industrial parks and factories. At the national level, China has set a target of developing approximately 100 national-level net-zero industrial parks during the 15th Five-Year Plan period, while the number of provincial-level and above net-zero industrial park pilot programs nationwide has already exceeded 150.
A new wave of green transformation, centered on carbon reduction, energy efficiency, and lower energy consumption, is accelerating across the industrial sector.

Among the eight key tasks outlined for the implementation of net-zero industrial parks, the second focuses specifically on energy conservation and carbon reduction. This includes establishing energy-use and carbon-emission management systems, conducting energy- and carbon-efficiency assessments, strengthening energy-efficiency supervision of major energy-consuming equipment, phasing out outdated production capacity, processes, products, and equipment, and supporting enterprises in implementing energy-saving and carbon-reduction upgrades and equipment renewal. Enterprises are also encouraged to develop highly energy-efficient factories and net-zero factories.
This is precisely the field in which NAEC has been deeply engaged for decades.

For energy engineering, construction machinery, offshore engineering, shipbuilding, and other

traditionally energy-intensive industries, carbon reduction is no longer an additional requirement

—it is becoming a critical factor in long-term competitiveness.

Targets such as 20%–30% lower energy consumption per unit of output value and 15%–25%

lower carbon emissions may appear ambitious. NAEC is turning these targets into practical

 results through advanced technology, industrial engineering, lean management, and proven

intelligent manufacturing solutions.

NAEC Intelligent Factory: Lean Management for Green, Low-Carbon Manufacturing

As a National-Level Specialized and Sophisticated “Little Giant” Enterprise, NAEC has been dedicated to intelligent metal manufacturing for 30 years.

Built on the principles of industrial engineering and lean manufacturing, NAEC provides comprehensive solutions ranging from unmanned workstations to lights-out factories.

We believe that carbon reduction does not mean sacrificing production capacity. Instead, it means achieving “less consumption, more output” through the integration of industrial engineering, lean management, and intelligent manufacturing.

◆ Double output per unit area, with one operator capable of overseeing an entire production line, significantly reducing energy consumption allocated to each unit of output;

◆ 50% reduction in production operating costs, with the investment payback period shortened to 1–3 years;

◆ First-pass yield increased to 99.5%, while rework rates are reduced by 96%, minimizing the energy consumption and carbon emissions associated with rework;

◆ 20%–30% reduction in energy consumption per unit of output value and 15%–25% reduction in carbon emissions, supporting the achievement of national carbon-reduction targets.

Behind these figures is the systematic implementation of lean management + intelligent manufacturing.

NAEC breaks down the value-creation process into digitally representable operational units and optimizes the entire manufacturing system through the coordinated application of algorithms, models, software, and hardware, covering the full range of Man, Machine, Material, Method, Environment, and Measurement (6M).The result is an integrated solution for green, intelligent, lean, and unmanned metal manufacturing, designed to transform conventional production into a highly efficient intelligent factory.

AI+: NAEC’s Industry-Specific AI Foundation Model for Smarter Factories

Carbon reduction cannot rely on experience alone. NAEC has developed an AI foundation model for the manufacturing industry, integrating 30 years of accumulated service data from more than 20,000 customers and proprietary welding process knowledge, giving intelligent factories an “energy brain.”

It can, for example, monitor key energy-consuming equipment in real time, automatically identify high-carbon-emission processes, and adjust process parameters; based on historical data and production-line loads, it can predict optimal production scheduling to avoid idle operation and standby energy consumption, and more.

Proven Results: Intelligent Manufacturing Achievements Across Four Key Industries

Energy Engineering: CNNC Automated Pipe Production Line Project

As part of the intelligent factory upgrade program, the project introduced automated all-position pipe welding equipment, CNC cutting and beveling systems, and other automated equipment, enabling automated welding for pipes across different sizes and specifications, and significantly enhancing the level of advanced manufacturing capabilities.

Construction Machinery: Zoomlion Intelligent Manufacturing Flagship Project

NAEC participated in the planning and implementation of nine high-efficiency component production lines, including the truck crane slewing platform structural line and boom structural line.

The project undertakes the intelligent flexible manufacturing of approximately two-thirds of the structural components, with the overall scale of the intelligent production-line project ranking among the largest in the industry. Overall energy consumption across the production lines has been significantly reduced compared with conventional manufacturing methods.

Shipbuilding & Offshore Engineering: Intelligent Production Line for Offshore Stainless-Steel Pipes

The production line adopts a range of advanced technologies, including automatic marking and identification, collaborative welding and handling robots, 3D visual recognition, and weld-pool monitoring.

Combined with an automated AGV logistics system and roller-conveyor transportation, it forms an efficient, high-precision, and intelligent pipe prefabrication production line, demonstrating NAEC’s capabilities in intelligent manufacturing for offshore pipe fabrication.

Steel Structures: Flexible Intelligent Work Cell for Steel Tube Tower Assembly and Welding

As the first automated steel tube tower assembly and welding system of its kind, the equipment uses model parsing and visual recognition to achieve teaching-free automatic assembly and welding of steel tube towers.

The system includes an automatic loading system, automatic fit-up and welding system, automatic unloading system, and automated logistics system, enabling fully unmanned manufacturing throughout the steel tube tower welding process.
